The oldest and most grounded of Billy O'Dare's children, he is also the only one of the five O'Dare officers who is married. When the series started, Clarence was a Detective, First-Class.

In issue #17, he was given a special position as Police Liaison to Superheroes, due to his family's unique relationship to the Starman legacy and his already extensive work with Jack Knight during various riots over the previous year. The position allows Clarence the autorization to allocate police forces and equipment in to any superhero working in Opal City.
