Morris is Jack Knight's tattoo artist. We see him for the first time in Starman #0 when Jack picks up a package for his store that was left at Morris'.

Morris shows up several times in the series, working on Jack's tattoos. His most noticable appearance is probably in "Talking with Ted, Talking with Jack" where he talks with Jack about how his father became the first Starman.
